Scope & privacy: Direct MF donations follow the donor's authorised MF geographic approval route. Partner-organisation donations are routed to that organisation's assigned Partner Blood Donation Approver; if none is active, they fall back to National Lead / Chairperson review. Verification proof remains private and is opened only after a server-side role and scope check. You cannot approve your own donation.
